European Union (EU) law provides that by the time in all EU countries will be implemented a number of six-digit numbers that begin with "116", and will be used for as such social interest. Calls to these numbers would be for free. Latvian currently running one of the "116" number range of services - children's hotline "116 111", which calls served by specialists from The State Inspectorate For Protection Of Children's RightsIn Latvia since 1 January 2016 there is available Support phone for crime victims 116006, whose action under the state delegation agreement is provided by the Society "Skalbes".

Description:

Hotline  for victims of crime
Description:
This service provides emotional support to victims of crime, as well as information on rights and opportunities to use them and contact the respective organizations.

In particular, it provides information:
a) about the local police and criminal processes;
b) about the possibilities to receive compensation and insurance matters. It also provides support to victims of crimes other appropriate sources of assistance in your search.

If the service is not continuously available (i.e, across the country 24 hours a day, 7 days a week), the service provider must ensure information on the availability to the public (people) and at a time when service is not available, the caller will be informed when information will again be available.

Child helpline
Description:
This service provides assistance for children who need care and protection, and informs them about the help organizations and the available resources, it gives children the opportunity to express their concerns, talk about issues that directly affect them and communicate with someone in a crisis situation.

If the service is not continuously available (i.e, across the country 24 hours a day, 7 days a week), the service provider must ensure information on the availability to the public (people) and at a time when service is not available, the caller will be informed when information will again be available.

Non-emergency medical service
Description:
This service in urgent but not life-threatening cases (not only after normal working hours, but especially on weekends and public holidays) directs callers to the appropriate medical services. It connects the caller with a qualified and trained call operator or directly connects the caller with a medical practitioner or clinician.

If the service is not continuously available (i.e, across the country 24 hours a day, 7 days a week), the service provider must ensure information on the availability to the public (people) and at a time when service is not available, the caller will be informed when information will again be available.

Emotional Support Service
Description:
This service gives the caller the opportunity to enjoy genuine human relationships and  opportunity to be heard without the condemnation.  It offers emotional support to callers who feel lonely, who is in a  psychological crisis, or who are considering a suicide.

If the service is not continuously available (i.e, across the country 24 hours a day, 7 days a week), the service provider must ensure information on the availability to the public (people) and at a time when service is not available, the caller will be informed when information will again be available.

Subject to Ministers Cabinet The  Regulations "Regulations on the national numbering plan"   No. 684  of August 25 (2008) part III Article 28 of the VARAM in the newspaper "Latvijas Vēstnesis" published the list of numbers that are reserved for harmonized services of social value.
