Amendments were made regarding European Parliament and Council Regulation No 1907/2006 on December 18, 2006 which deals with the registration, evaluation, authorisation and restriction of chemical substances and chemical products (REACH) and gives greater responsibility to manufacturers and importers to manage the risks from chemicals and to provide safety information on the substances. As the Regulation No 1907/2006 is compulsory to Latvia, it means the terminology in the Law on Chemical Substances and Chemical Products about „handling of chemical substances and chemical products” must be supplemented with „distribution” and „commercialization” so not only manufacturers but also importers and distributors realized their obligations towards circulation of chemical substances and chemical products.

The specification of terminology will provide deeper insight of obligations towards operations with chemical substances and chemical products. The aim of this draft law is to exclude, terminate or diminish the possible damage caused to environment, human health and property by chemical substances and chemical products.
