Riga, 4 February 2020 - Today the Ministry of Environmental Protection and Regional Development has approved the information report on the development of artificial intelligence solutions. This is the first document in the public administration in Latvia, which provides insight into artificial intelligence - the potential, capabilities and risks of using solutions. . It aims to promote the introduction of artificial intelligence technologies in both the State administration and the Latvian economy as a whole.

Artificial intelligence is expected to be the leading technology alongside 3D and 4D printing, gene engineering, material science, the Internet of Things, 5G communications, virtual and expanded reality, etc. . will form the basis of the fourth industrial revolution, which will change not only the world economy but also society and, increasingly, in our daily lives, not only technological but also social change will be promoted.

The information report intends to define the introduction of artificial intelligence solutions as one of the priorities of public administration, which WE CAN include in the preparation of the “Digital Transformation Guidelines for 2021-2027”, while by 1 June this year an informative report with recommendations for communication of public administration in the field of artificial intelligence should be submitted to the Cabinet.

In order to improve the efficiency of decision-making processes in public administration, the inclusion of machine learning solutions in these processes should be encouraged. . Currently, artificial intelligence solutions are being used in the Latvian State Administration, for example, the customers of the Enterprise Register and the State Revenue Service are served by virtual assistants, a universal virtual assistant is being formed for the State administration, which will be used by all institutions. s. There is a hugo.lv website that provides translation to/from English and Russian languages, recognizes audio texts, and is able to pronounce printed text. . On the other hand, the Road Traffic Safety Directorate of the VAS uses a road traffic monitoring solution for automated car number recognition for photoradaro s. This has led to a 43% reduction in the number of accidents in the roads where these photoradars have been installed, while the number of deaths has fallen by 87% (2018 data).

In the future, artificial intelligence solutions will allow individualised and proactive public and municipal services. . Work in this direction has already begun to ensure a more convenient and efficient use of public and municipal services, the Latvija.lv portal aims to create a solution that will proactively offer users services based on the user's socio-economic profile and life situation.

The information report sets out a future national policy on the use of artificial intelligence solutions and defines the way forward in promoting the use of artificial intelligence solutions over the next three years. The report includes the task for ministries to evaluate the possibility of using artificial intelligence in the automation of public administration tasks, planning national or sectoral developments, as well as to evaluate the related expenditure in the planning process of State budgets for 2020-2029 and European Union funds. On the other hand, AS the leading authority for the development and deployment of artificial intelligence solutions, we need to prepare changes to the Latvian e-index by 30 December, supplementing it with indicators that describe artificial intelligence.

The first programming document, which will include redeployment activities in the field of artificial intelligence, will be the “Digital transformation guidelines for 2021-2027, which CAN be developed by 30 December 2020, which will continue to be the “Information Society Development Guidelines 2014-2020” document.
