On 30 January 2020, at the meeting of the Council of the Information Society under the leadership of the Prime Minister Krišjānis Kariņš, the Ministry of Environmental Protection and Regional Development presented a vision for the development of a national personal identification policy, as well as proposals for the development of a unified national and local government platform, which will provide citizens with the opportunities to manage all the benefits and national and local authorities in one place. the institutions shall administer them in a transparent manner.

The Minister for Environment and Regional Development, Juris Pūce, stresses that “the eID must provide an unlimited access facility, both for national and private services in the digital environment.”

During the Council meeting, the updating and deployment of the “On Cooperation in the Digital Transformation Process of Latvia and Data-Based Society and Country Development” initiative was supported in order to organise cooperation between the public sector, business and the academic environment in promoting data-based innovation with a view to promoting the creation and export of smart solutions, as well as building modern, environmentally friendly and efficient a living room for society.

The meeting was informed about the Unified Information System (AVIS), which is a sharing solution to ensure that citizens, merchants, public authorities and local governments centralise the accounting and administration of relief granted by state and local governments. . The system will provide convenient access to information on the benefits granted to the individual, as well as full data on the benefits used.

It was also discussed on national electronic identification (eID) and the right of citizens to use it comprehensively in the digital space, analogously in the presence of personal identity documents. As of now, residents of the State of Latvia are given the opportunity to certify their identity electronically, not only in Latvia, but also in other EU countries that are prepared for it.

In line with this, ministry develops amendments to the Electronic Identification Act for Natural Persons in order to guarantee the right of citizens to use eID comprehensively as a means of authentication in the digital space.
