The European Union (EU)-funded NOBID pilot project, which developed a prototype EU Digital Identity Wallet (EDIM) in Latvia, has concluded. The EU Digital Identity Wallet will be a mobile electronic identification tool that will allow citizens to digitally store identity documents such as driving licences or education documents, control personal data in detail when submitting them to different service providers, confirm their identity and make payments in a secure way.

Raimonds Čudars, Minister of Smart Administration and Regional Development, said, "Latvia has proved its digital maturity by participating in this pilot project. The Digital Identity Wallet is not just a technology - it is a tool that will create additional convenience for citizens, create new opportunities for business and make public services more accessible to everyone. Our goal is for Latvia to be among the leaders in a single European digital market, and this project is a step in that direction."

The EU Digital Identity Wallet aims to address the main challenges of digital identification in the EU today - technical fragmentation and lack of solutions in Member States, limiting the availability of electronic services across borders. The pilot project has developed a test version of a mobile app that allows documents to be stored, handled and payments to be authorised online, offline and in person. The solution is based on the Architecture and Reference Framework developed by the European Commission, thus ensuring a common approach across the EU. The project has already provided an opportunity to test the functionality of the future EU Digital Identity Wallet and to foster international cooperation with experts from other Member States, facilitating the exchange of views and the adoption of best practices. Ģirts Ozols, Chairman of the Board of the Latvian State Radio and Television Centre: "The pilot project of the Digital Identity Wallet in Latvia proved how important it is, when introducing new solutions, to study both the habits and needs of users and the capabilities of e-service providers to develop services and solutions that meet the new requirements of the European Union.

The Latvian State Radio and Television Centre (LVRTC) has been providing eSignature and trust services for 17 years, which is also a prerequisite for the secure operation of the digital wallet. It is important to be aware that not only for citizens, but also for data providers and recipients, the primary criterion for using a solution is reliability in data integrity and data protection.

The reliability services team at LVRTC has accumulated significant know-how, which we were pleased to transfer to the consortium. By providing a reliable technical foundation and a secure testing environment, LVRTC made a significant contribution to the understanding of the technical and functional requirements of the Digital Identity Wallet."

In Latvia, several key partners were involved in the pilot project, each contributing significantly. While the Ministry of Smart Administration and Regional Development (MoSAMRD) acted as the national coordinator, LVRTC developed a prototype of the Digital Identity Wallet (EDIM), which was successfully integrated and tested in three national use cases: the SEB bank provided the payment scenario, Riga Technical University (RTU) - the integration of educational documents, and the Road Traffic Safety Directorate (CSDD) participated in the functionality test as an associate partner. Given that the main objective of the NOBID pilot project was specifically to provide and test payment functionality in the EU Digital Identity Wallet, the pilot project involved extensive consultations with the financial industry, regulators and users, which allowed to identify key aspects on functionality, security, user experience and ecosystem relevance to the needs of the industry. From Latvia, the pilot Advisory Board included industry experts from the Bank of Latvia, the Financial Industry Association and LIKTA.

Ivars Miezis, Director of RTU Information Technology Department, says: "RTU has successfully concluded a project within which solutions were developed to improve the accessibility of digital educational documents. The results and experience gained from the project will serve as a basis for further development of the European Digital Identity Wallet, promoting safe and convenient accessibility of educational documents in the digital environment. RTU continues to be actively involved in digital transformation processes, fostering innovation and cooperation between academia and government institutions."

Jans Orbitāns, Project Manager of the Information Technology Department of the CSDD: "The Road Safety Directorate has successfully completed a comprehensive testing phase of Latvia's European Digital Identity Wallet solution, with a particular focus on testing and improving the functionality of the Mobile Driving Licence (mDL). The project successfully evaluated and tested the mDL, which will become an essential everyday solution for all Latvian citizens with the entry into force of the new European Union Driving Licence Directive and the introduction of the Mobile Driving Licence across Europe. The CSDD will continue to expand its expertise and strengthen its digital competences to ensure that Latvian citizens are able to use the digital identity wallet for mobile driving licence verification in a timely manner. This will enable them to verify their driving licence not only in Latvia but also in all European Union Member States, thus facilitating the convenient and secure use of digital identity internationally."

Iļja Nogičevs, Head of Baltic Products and Digital Channels at SEB banka: "Participating in the NOBID pilot project has been a great experience for SEB banka, allowing us to be actively involved in the development of an innovative and global solution that forms the basis for Europe's future digital identity. Together with our Latvian and European partners, we have tested payment functionality that is an essential part of the digital identity wallet. This project demonstrates the importance of close cooperation between the financial industry, public institutions and technology experts to work together to create a secure and user-friendly digital environment. The project is part of the Digital Europe Programme. The national EU Digital Identity Wallet app, which will be developed by the State Agency for Digital Development, is expected to be available to Latvian citizens by the end of 2026. 

The NOBID pilot project ran from 1 April 2023 to 31 August 2025 in cooperation with Norway, Denmark, Iceland, Germany and Italy.
